Does Article 83(7) of Regulation (EU) 2016/679 1 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC, in conjunction with recitals 38 and 58 and Article 6(1)(f), Article 8 and Article 57(1)(b) thereof, preclude national legislation under which the supervisory authority cannot impose administrative fines on legal persons constituted under private law which provide subsidised independent education?
